I'm alone and don't have a roommate, can I rent?

Yes, the apartment provides individual lease. Individual leases mean that everyone is only responsible for their own bed space and public areas. If there is no roommate, the apartment will match you roommates according to your roommate's preferences (because of racial discrimination, roommate matching is not allowed to ask for nationality). If you want to live with your friends, apartment will try to arrange you in same unit.
